William F Moyer's Obituary
William F. Moyer of Dover, 72, died on December 24.
A true Delawarean, Bill was born in Lewes, grew up in Laurel, and called Dover home
for over 40 years. He was a tireless steward of the environment, retiring in 2004 as
Manager of the Wetlands and Subaqueous Lands Section for the State of Delaware at the
Department of Natural Resources and Environmental Control. He continued his passion
for protecting the environment through consulting and serving as President of the Inland
Bays Foundation. He penned numerous letters to the editor, wrote columns for Delaware
publications, and testified before the State Legislature on the importance of protecting
Delaware’s precious watershed.
Bill was an NCAA All-American swimmer at Dickinson College in Carlisle,
Pennsylvania. He was the first athlete at Dickinson College to be named All American in
any sport, breaking numerous records in the breaststroke.
He ran countless triathlons, trained with the Delaware Bricks, was a Master’s swimmer
for 17 years and was inducted into the Delaware Sport’s Hall of Fame in 2011 for his
many athletic achievements. He also coached Delaware Special Olympics and completed
his first marathon in 2014.
He was a passionate explorer of the world, visiting Kenya, Argentina, Australia, Belize
and America’s national parks for both leisure and environmental projects. He was in
continuous search of natural beauty.
His sense of humor was ever-present. He had many friends and enjoyed bonding through
travel, bike rides or long lunches at the Modern Maturity Center in Dover.
Bill’s first impulse was to be of service. He volunteered for foster children in Delaware,
and helped out friends and strangers alike. After several years of study he was ordained as
a minister in the Church of the Movement of Spiritual Awareness, providing blessings in
a range of contexts and serving as a wedding officiant.
Bill is survived by his wife Katherine S. Moyer of Dover, his daughter Jennifer Mulveny,
son-in-law Jason Mulveny and two grandsons Maxen Philip Mulveny (9) and William
Rhys Mulveny (7) of Sydney, Australia. He is also survived by his twin brother Michael
S. Moyer of Washington, D.C. and sister Elizabeth Brogan of Frederick, Maryland.
A memorial service for Bill will be held on Tuesday, January 3, from 2-4:00 at the
Modern Maturity Center, East ballroom, at 1121 Forest Ave., Dover. 302-734-1200
