William F. Moyer of Dover, 72, died on December 24. A true Delawarean, Bill was born in Lewes, grew up in Laurel, and called Dover home for over 40 years. He was a tireless steward of the environment, retiring in 2004 as Manager o Read Obituary

“MEMORIES OF BILL”
“Thanks, Bill!” was how I signed off after most of our phone conversations. In my advocacy role representing the Delaware Nature Society I interacted often with Bill for over two decades during his work in Delaware’s Department of Natural Resources & Environmental Control. This continued after he left government employment to become President of the Inland Bays Foundation. And I usually had plenty about which to thank him.
Bill took his role very seriously as a protector of our state’s environment – and also as a source of information and perspective that he made available to the citizenry of Delaware. He was not only deeply knowledgeable and accurate regarding facts important to his job decisions, he also was a very good explainer. I could count on him to point out my misunderstandings regarding legislation or Departmental assessments as well as to explain why the Department made, or did not make, certain on-the-surface perplexing decisions. In a world where transparency at the government/citizen interface can be murky and indistinct, Bill operated in a glass house. After his retirement he became more visible to the general public as he engaged in vigorous public advocacy in support of Delaware’s unique and precious Inland Bays, including a series of opinion pieces in The News Journal.
Those of us who worked with Bill Moyer have lost a good friend. And all Delawareans, including those with whom he did not have direct contact, have lost a dedicated protector of our state’s invaluable natural resources.

I met Bill not too long after I moved to Dover over 25 years ago. We got to know each other through our many interests we shared; swimming, golfing, traveling, playing cards, etc. I will miss him dearly but will cherish the memories.

I am saddened to learn that you’re mourning the loss of your dear love one. However, it saddens our God even more. No doubt, you have many fond memories which will resurface from time to time. Because you do have memories, it certainly shows that Almighty God has memories as well. Therefore, with full confidence you can take comfort in knowing that he longs to restore perfect life to all those in his memory (Job 14:13-15; Rev 21:3, 4). Please accept my condolences at this most distressing time.

I am so sorry for your loss. Bill and I have been friends a long time. I could talk to him about anything. He always made me laugh. Even though I only saw him sporadically the past few years, I could go up and talk to him like we had been in touch all along. We had such a great friendship and so many laughs together.
