William Bill Hare's Obituary
William “Bill” F. Hare, 75, of Dover, passed away peacefully at home on January 1, 2026, surrounded by the community and family he cherished so deeply. A proud Dover resident for more than 40 years, Bill dedicated much of his life to public service, civic leadership, and his family.
Born on July 6, 1950, in Beaumont, Texas. Bill served his country honorably in the United States military from 1971 to 1975. That spirit of service remained a defining part of his life.
He earned his Bachelor’s degree from Delaware State College in 1982 and later received his Master’s degree from Chadwick University. He also completed professional certifications in Human Resources from Villanova University and Cornell University.
After beginning his career as an air traffic controller, and later spending several years with Allen Family Foods, Bill went to be a successful entrepreneur. He owned Always Advertising Promotional Products and previously A&H Uniforms. Through his work, he built strong relationships throughout the Dover community.
His legacy of public service is significant. Bill served on the Dover City Council for more than 20 years, first from 1991 to 1997, and again from 2011 to 2025. He served as Council president 2019-2021, chaired numerous City committees and was respected for his thoughtful leadership and deep commitment to the City.
He also served the broader community as former Chair of the Kent County Heart Ball, President and Founder of the Delaware Military Support Organization, former Chair of the Board of Kent Sussex Industries, and as a member of the Delaware Industrial Accident Board. Bill also served as a liaison to the Dover Air Force Base, a member of the Board of Directors for the Downtown Dover Partnership, Kent Economic Partnership and Chairman of the Legislative and Finance Committee, and many others - Bill believed deeply in giving back and worked tirelessly to support others.
Above all, Bill was a devoted father and grandfather. He is survived by his daughters, Julie (Geoff) Rupert and Lisa Ridgely; his three granddaughters, Molly Rupert, and Emma and Tatum Ridgely; his brother, Scott; his niece, Maddie; and his dear friend, Denise Geiger. He treasured time with his granddaughters, loved traveling to New York City to see Broadway shows, and was an avid golfer. He had recently purchased a home in South Carolina, looking forward to being near the beach and enjoying many rounds of golf.
Visitation will be held on April 10, 2026, at Trader Funeral Home, 12 Lotus Street, Dover, from 11am-1pm
Bill will be laid to rest in a private ceremony with military honors at Delaware Veterans Memorial Cemetery in Millsboro, DE.
He will be remembered for his dedication to family, steadfast public service, and enduring love for the community he called home.
