DOVER
Franklin Noah Loper, Jr. (Frank) died peacefully on Saturday, April 3, 2021. He was 83. Frank was born in Dover, Delaware, son of Franklin Noah Loper, Sr. (1993) and Lucy Pearl Dickerson Loper (2006). He worked at the Dover Air Force Base for Air Mod rebuilding the engines on the 121C Super Constellation and at the New Castle County Airport for Capitol Airways servicing airplane engines. Frank was later employed by Burger Construction Company for many years and by George & Lynch. He served in the United States Army and was stationed in Germany. Frank was an accomplished water skier and loved boating with his family and friends. He was predeceased by his wife, Mary Anna Loper. Frank is survived by his son, Stephen F. Loper of Dover, his sister, P. Levon Loper-Tomecek of Ohio, a niece, Joy Loper, two grandchildren, Maxwell and Christopher Loper and a great grandson, Maxwell J. Loper. A viewing (11:00 a.m.) and service (noon) for family and friends will be held on Tuesday, April 13, 2021 at Trader Funeral Home, 12 Lotus Street, Dover. Burial immediately following at Lakeside Cemetery, Dover. In consideration of protecting family and friends’ health, public health guidelines enacted for the prevention of the spread of Covid-19 virus, limitations on gatherings and physical distancing, use of hand sanitation and masks are in place.
